The taxes a business here deals with
A small business in The Gambia deals with the Gambia Revenue Authority (GRA) for income tax, VAT and payroll tax, and with the Social Security and Housing Finance Corporation (SSHFC) for pensions. Everyone in business needs a Taxpayer Identification Number (TIN), then registers for each tax type through the GRA e-registration platform. Sole traders and partnerships pay personal income tax, limited companies pay corporation tax, and employers register for PAYE (employment income tax) and, where relevant, withholding tax and fringe benefits tax. The tax year is the calendar year unless the Commissioner General approves a special tax year.
Income tax is not only a tax on profit. GRA charges the higher of tax on profit and a minimum on turnover: 1% of turnover where accounts are audited and 2% otherwise. Companies pay the higher of 27% of net profit and that turnover minimum, make quarterly instalments by the 15th of the month after each quarter, and file a self-assessed return within 3 months after the end of the tax year. Employers withhold PAYE from staff and pay it to GRA by the 15th of the following month.
The most recent change GRA has published for payroll is its Income Tax Table 2025 for monthly and half-monthly paid employees, which starts at zero tax on the first D3,000 a month. GRA is also building an Electronic Invoicing System, listed in its 2025-2029 Strategic Plan; the rules for businesses had not been published on gra.gm at the date of this research.
The small-business regime
The Gambia has two small-business regimes run by GRA. If an individual's or partnership's annual turnover is under D500,000, the personal income tax is 3% of turnover. This is a final tax, so no annual return is filed, but a quarterly declaration and payment is still required. For small self-employed people with no proper records or fixed place of business, the Informal Sector Income Tax (Informal Sector Regulation 2007, amended 2015) is a flat annual amount that depends on the trade, for example D2,000 for a barber, D5,000 for a mason or plumber, D3,000 for a market stall, D1,500 for a tailor with one machine and D10,000 for a welder. It is paid once a year on or before 31 March, no one is exempt from paying it, and it is the final tax unless turnover is above D100,000.
