The taxes a business here deals with
A small business in Ghana deals with one collector for almost everything: the Ghana Revenue Authority (GRA) collects income tax, VAT and its two levies, and the PAYE that employers withhold from wages. Companies pay corporate income tax at a general rate of 25%, with lower rates for some sectors and locations, such as 22% for hotels and 12.5% for manufacturers outside Accra, Tema and the regional capitals. They file a provisional self-assessment in the first quarter and pay it in four instalments, due 31 March, 30 June, 30 September and 31 December.
Informal-sector individuals such as tailors, hairdressers, mechanics and food vendors are taxed under the Modified Taxation Scheme instead of the full income tax system. A VAT-registered business charges 15% VAT plus the 2.5% NHIL and 2.5% GETFund levy, and must issue its invoices through the GRA's certified invoicing system, E-VAT. Employers deduct PAYE and pay social security to SSNIT (the Social Security and National Insurance Trust) and to a private second-tier pension trustee.
Two reforms in 2026 changed the numbers. The Value Added Tax Act, 2025 (Act 1151) replaced the old VAT law on 1 January 2026, and the Income Tax (Amendment) Act, 2026 (Act 1178) brought new PAYE bands and a higher presumptive-tax ceiling from 1 September 2026. The GRA is also moving filing and payment to its new ITAS platform at etax.gra.gov.gh.
The small-business regime
The Modified Taxation Scheme (MTS) is for resident individuals in the informal sector who trade or work with their skills without a formal employment contract. It has three tiers. Presumptive Tax based on Instalment (PTI) covers average sales of no more than GH₵20,000 a year over three consecutive years, and you pay a fixed amount set by your income level and type of business. Presumptive Tax based on Turnover (PTT) charges 3% of annual sales; since 1 September 2026 it covers turnover above GH₵20,000 and up to GH₵750,000, up from GH₵500,000. Modified Cash Basis (MCB) taxes your profit after allowable expenses, for anyone who does not qualify for the presumptive tiers or who chooses it. Professionals with formal qualifications, owners of more than one business or outlet, and partners in a partnership cannot use PTI or PTT. You register with your Ghana Card, GhanaPost GPS digital address, phone number and basic sales figures, through the MTS Taxpayer App, a GRA office, a field officer or your trade association. You pay by dialling *880# or with Mobile Money in the app, and file a short annual return in the app.
