Reduced rates, zero rates and exemptions
Zero-rated supplies under section 10 of the VAT Act include movable goods sold under a sale or instalment credit agreement and exported by the supplier, a business sold as a going concern between registered operators when the buyer and seller agree this in writing, gold bars and similar supplied to the Reserve Bank or a registered bank, gold coins issued by the Reserve Bank, and medicines prescribed under the Act. The Act hands the list of zero-rated agricultural goods and services to regulations under section 78, which are not listed here.
Exempt supplies under section 11 include financial services, letting a dwelling, road and rail passenger transport, education at institutions registered with the education ministries, any medical services, and supplies by an employee organisation to its members for membership contributions.
Prices shown to the public must include VAT. Section 70 says any price advertised or quoted by a registered operator shall include tax and the advertisement or quotation must say so, and section 69 deems every price charged to include VAT even if you forgot to add it. Price tickets on goods need not repeat the wording if a notice is prominently displayed at every entrance and every point of payment.
