The taxes a business here deals with
A Vietnamese business meets four sets of obligations. Corporate income tax follows Law 67/2025/QH15, in force since 1 October 2025: the standard rate is 20%, with 15% for a company whose total revenue in the previous tax period was not above VND 3 billion and 17% where it was above VND 3 billion and up to VND 50 billion (Article 10). The Tax Department, part of the Ministry of Finance, collects it.
VAT and personal income tax on business income are collected by the same Tax Department. Household and individual businesses follow a separate regime under Decree 68/2026/NĐ-CP, described on this page under the small-business regime. Employers also withhold and pay compulsory insurance contributions, which go to the social insurance agency rather than the tax office.
The most recent change is administrative. Law 108/2025/QH15 on Tax Administration is implemented by two decrees signed on 30 June 2026 and in force since 1 July 2026: Decree 254/2026/NĐ-CP on e-invoices and e-documents, and Decree 252/2026/NĐ-CP on registration, filing, payment, assessment and enforcement. Paper invoices printed for the tax office stopped being valid on that date.
The small-business regime
Household businesses and individual traders are taxed under Decree 68/2026/NĐ-CP, amended by Decree 141/2026/NĐ-CP from 1 January 2026. Above the exempt revenue line, VAT is a percentage of revenue under Article 12(2) of the VAT Law: 1% for distribution and supply of goods, 5% for services and construction without materials, 3% for production, transport, services tied to goods and construction with materials, and 2% for other activity. Personal income tax on business income under Article 7 of Law 109/2025/QH15 offers a choice between 0.5% of revenue for goods, 2% for services (5% for property rental and for insurance, lottery and multi-level-marketing agents), 1.5% for production and transport, 5% for digital content and 1% for other activity, or 15% of profit (revenue minus costs) up to VND 3 billion of revenue, 17% up to VND 50 billion and 20% beyond. Above VND 3 billion the profit method is compulsory, and the chosen method is held for two years running (Decree 68, Article 4).
