The taxes a business here deals with
A small business in Japan meets four layers of tax. The National Tax Agency (NTA) collects income tax (or corporate tax for a company), consumption tax and withholding on pay. Income tax runs from 5% to 45% in seven bands, with a 2.1% reconstruction surtax added to the tax for each year to 2037. A company pays corporate tax at 15% on the first JPY 8 million of income if its capital is JPY 100 million or less, and 23.2% above that.
Prefectures and municipalities add their own taxes. Sole proprietors in the listed trades pay prefectural enterprise tax of 3% to 5% on business income after the proprietor's deduction, and companies pay corporate enterprise tax and inhabitant tax. Payroll brings health, pension and employment insurance, described on the payslip page.
The most recent enacted change takes effect on 1 January 2027, for income arising from that date: the reconstruction surtax drops to 1.1% and a defence special income tax of 1% of withheld income tax is added at source.
