Issuing a valid invoice here

A seller registered as a qualified invoice issuer (適格請求書発行事業者) must hand over a qualified invoice only when a taxable buyer asks for one (Consumption Tax Act Art. 57-4).

The invoice does not have to be a single page. A delivery note and an invoice can together carry all the required items if the link between them is clear, for example a shared delivery note number.

The tax shown is calculated once per rate for each invoice: add up the amounts at 10% and at 8%, apply the rate, then round once. Calculating line by line and adding the rounded results is not allowed.

Some supplies need no qualified invoice: public transport fares and vending-machine sales under JPY 30,000, and postal services paid in stamps. Where a trading house or agent sells on behalf of a registered principal, the agent can issue the invoice in the agent's own name if both sides are registered (the 媒介者交付特例 intermediary rule).

A plain PDF that lacks the issuer's T-number is a valid commercial invoice but not a qualified one.
