When a quote or proforma has legal weight
Japanese law does not require a general-purpose quotation, but construction is an exception. Under Art. 20 of the Construction Business Act (建設業法), a contractor must try to prepare a written estimate that breaks out materials, labour and necessary expenses by type of work and gives the days needed for each stage of the work. The estimate amounts may not be set far below the normal cost.
The client must give the contractor enough detail about the job before the contract or tender, and allow the contractor the estimating period set by cabinet order. When the contractor asks, the client has to take the estimate's contents into account.
