Price rules that affect your markup
Most prices in Vietnam are set freely by the seller. The Pricing Law 16/2023/QH15 lets the State intervene in two ways. For price stabilisation (Article 17, Appendix 01) the list covers finished petrol and oil, LPG, milk for children under 6, non-glutinous paddy and rice, urea, DAP and NPK fertiliser, animal and aquatic feed, livestock vaccines, plant protection chemicals and essential medicines. Measures include setting a specific price, a maximum, a minimum or a price band (Article 19).
Electricity and other items in Appendix 02 have prices set by the State (Article 21), by the Prime Minister, the Ministry of Finance, other ministries or provincial committees, depending on the item. A seller of such goods must display and sell at the official price or within the minimum, maximum or band.
For everyone, Article 29 requires displayed prices to include all taxes, fees and charges, to be in dong unless foreign-exchange law allows otherwise, to be clear to customers, and to be updated as soon as the price changes. No one may sell above the displayed price.
