When a quote or proforma has legal weight
Vietnamese law gives a private quotation no special form or tax treatment. A quotation matters legally mainly in public procurement. Under Article 24 of the Bidding Law 22/2023/QH15, competitive quotation (chào hàng cạnh tranh) is the method for packages within a Government-set value limit that are simple non-consulting services, standardised goods available on the market, or simple works with an approved design.
For these packages the invitation document does not have to set capability or experience criteria, so selection turns less on proving track record. A supplier answering such a request should put the price, specifications, validity period and delivery terms in the quotation. The value limit is fixed by decree, not by the Law, so check the current Government decree before relying on a figure.
