When a quote or proforma has legal weight

Repair work for consumers is the main case where a written estimate is compulsory. Under article 11 of the Consumer Protection Executive Regulations (Ministerial Decision No. 68 of 2012), a repairer must tell the customer in writing the estimated cost and the time the repair will take before starting any work. The final invoice must then list each part replaced and its price and say whether it is new, used or reconditioned, and the repairer must guarantee replaced parts for at least six months on durable goods and three months on other goods.

A quote sent online to a consumer must say whether the price includes taxes and delivery costs and how long the offer and price remain valid (article 55 of the Electronic Transactions and Commerce Law, Decree-Law No. 16 of 2010). Put an expiry date on every online quote.

A quote that is accepted by email, message or an electronic signature forms a valid contract (articles 4 and 22 of the same law), so a signed PDF quote is enough.
