Issuing a valid invoice here
What the law does regulate is sales to consumers. Article 4 of the Executive Regulations of the Consumer Protection Law (Ministerial Decision No. 68 of 2012) requires an invoice in Arabic showing the supplier's name and address, the invoice date, the type of goods or service and its main features, the unit of sale, the quantity, whether the item is used, the price in riyals, the delivery date, the supplier's signature or stamp, and the serial numbers of goods. An English-only invoice does not meet this for a consumer sale, so issue it bilingually.
Where goods are sold on instalments, article 5 adds the total instalment amount, the annual percentage rate and how it is calculated, the number and size of instalments, the period, any down payment and the penalties for late payment.
A PDF invoice is valid. Under the Electronic Transactions and Commerce Law (Decree-Law No. 16 of 2010), information is not denied legal effect because it is a data message (article 20), a writing requirement is met by a data message that can be accessed later (article 21), and an electronic signature that stays under the signer's control and reveals later changes counts as a signature (articles 22 and 28). Keeping the invoice as a PDF also satisfies a duty to retain it, provided it can be read again and shows its origin, destination and date (article 24).
The same law does not apply to negotiable instruments under the Commercial Law, such as cheques and bills of exchange, or to family-law documents (article 3 of the annexed law).
