15% since 1 August 2018, raised from 14% by Legal Notice 112 of 2018. The VAT Act does not state the rate at all — section 24(3) leaves it to regulations, which is why looking in the Act finds nothing. The 2018 budget speech gives the reason for the figure: Eswatini matches South Africa’s rate deliberately, to keep the Sekulula cross-border refund arrangement working.

Reduced rates, zero rates and exemptions

Price display: section 81 of the VAT Act, 2011 requires any price advertised or quoted for a taxable supply to include tax, and the advertisement or quotation must state that the price includes the tax.

Legal Notice No. 130 of 2025 (gazetted 17 December 2025) changed the schedules. Under the Second Schedule, which lists zero-rated supplies, fresh mealies (lifutfo) fit for human consumption and not further processed were added; condensed milk was deleted from the zero-rated milk entry; medical and surgical articles such as gauze, bandages, gloves and syringes supplied in the course of medical services were added to the medicines entry; and reusable nappies and nappy inserts, and sanitary pads, towels and tampons, were zero-rated.

Under the First Schedule, which lists exempt supplies, tap water and waste water services for domestic consumption are exempt, as is the supply of investment-grade gold and silver bullion to licensed financial institutions with Central Bank of Eswatini approval. A traveller's accompanied baggage bought from a non-registered vendor is exempt up to E10,000 per traveller (E1,000 for a hawker).
