Price rules that affect your markup

Singapore has no standing price controls on ordinary goods. The Control of Essential Supplies Act 1973 lets the President declare "controlled articles" by gazette notice so that sales can be controlled and rationed in a crisis, but it was not used even when mask prices spiked in the 2013 haze. The government instead watches for profiteering through the Retail Price Watch Group and the Consumers Association of Singapore (CASE), and refers substantiated anti-competitive cases to the competition authority.

What does bind a seller is the Consumer Protection (Fair Trading) Act 2003 (CPFTA), enforced by the Competition and Consumer Commission of Singapore (CCCS). Its Guidelines on Price Transparency have applied since 1 November 2020 to online and physical sellers alike. Any unavoidable charge, such as a service fee or surcharge, belongs in the headline price; if it cannot be worked out in advance, it must be disclosed clearly and prominently next to that price. Discounts and "was" prices must be genuine, a time-limited offer must state its real period, and a "free" claim must show any qualifier or later charge prominently.

There is no mandatory unit pricing. Major supermarkets have shown unit prices voluntarily in a pilot since September 2025, and the government said on 7 July 2026 that the pilot would widen later in 2026 before any decision on making it compulsory. When you set a markup, the legal limit is therefore the price you advertise: a false or misleading price claim is an unfair practice under the CPFTA.
