Reduced rates, zero rates and exemptions
Seychelles has a standard rate and a zero rate. Zero-rated supplies include exports of goods and listed services to customers outside Seychelles under the Second Schedule of the VAT Act 2010, and a zero-rated seller shows no VAT on the invoice but still files returns and can claim input tax.
Exempt supplies are listed in the First Schedule and include pharmaceutical products, infant formula, nappies, basic foods such as rice and lentils, and education, health and financial services. A business making only exempt supplies should not register, and cannot recover input VAT.
Even a registered business cannot recover VAT on passenger vehicles, their parts and repairs, petroleum products, entertainment, accommodation or club memberships unless these are used to make taxable supplies of that same activity (VAT Act, s.25). On imports, VAT is charged on the customs value plus customs duty and excise, and is paid at the border with the duty.
How to calculate VAT in Seychelles
Add: tax = net × 0.15; gross = net × 1.15.
Remove: net = gross ÷ 1.15; tax = gross − net.
Standard rate in Seychelles is 15%.
