No published law gives a private-trade quote a special form. The one place where a pro forma has a defined status is the electronic invoicing system, where "pro forma" is one of the three invoice types (normal receipt, copy, pro forma) under art. 7 of Ministerial Order nº 006/26/10/TC of 24 September 2026. A pro forma produced outside the system is not one of these invoice types.

Quotations matter most when you sell to public bodies. Under art. 72 of Ministerial Order nº 001/23/10/TC of 10 October 2023 on public procurement, a request for quotations may be used for goods or non-consultancy services that are readily available or have standard specifications and a tender value not above FRW 5,000,000. The procuring entity must invite at least three bidders and tell them whether transport, insurance, duties and taxes are to be included in the price, must allow at least three days to respond, may not split a purchase to stay under the limit, and awards to the lowest-priced quotation that meets the quality and delivery requirements. The process runs through the e-procurement system, Umucyo (umucyo.gov.rw), unless the regulations provide otherwise. Bidders not registered there can be given a single-source contract of up to FRW 3,000,000 outside the system, once per bidder.
