Price rules that affect your markup

Under article 34 of Law nº 011/2026 of 26 February 2026 on competition and consumer protection (Official Gazette Special of 4 March 2026), every seller must show the price visibly, legibly and unambiguously. The price is in Rwandan francs, in numerals, and includes all taxes and charges. It goes on the item or its packaging, on a placard on or next to it, or on one notice board, and a single board is allowed only where labelling each item is not feasible. For online sales it goes on the product's own page. The seller may not charge more than the price displayed.

Breaking that rule is a fault under article 67, with an administrative fine set by the previous year's turnover: FRW 30,000 under FRW 2 million; FRW 50,000 to 100,000 from FRW 2 million to 20 million; FRW 200,000 to 300,000 above that up to FRW 1 billion; and FRW 500,000 above FRW 1 billion.

A supplier cannot bind a reseller to a minimum resale price (article 5(2)(c)). It may only recommend one, if it says the recommendation is not binding and the product carries the price with the words "recommended price" (article 5(4)). A dominant enterprise must not impose unfair selling prices or sell below its average variable cost (article 9(2)(a) and (g)).

Fuel is the one product with a regulated ceiling. The Rwanda Utilities Regulatory Authority (RURA) publishes maximum VAT-inclusive pump prices for petrol and diesel on rura.rw under Publications, Tariffs, and revises them as world prices move. Under article 27 of RURA Regulations nº 010/ENERGY/RURA/2025 of 12 August 2025, the pump price must be shown in francs and litres. Selling above the approved price carries a fine of FRW 5,000,000 (Annex III). Check the current notice before quoting a fuel price.
