When a quote or proforma has legal weight
A quotation has formal legal weight in Malaysia mainly in government buying. Treasury Circular PK 5.1 (amended 29 November 2022) sets the ladder that federal agencies follow. Direct purchase, with no competitive quotation round, is allowed for annual spending of up to RM50,000. A sebut harga (formal quotation) is the method for spending above RM50,000 up to RM500,000 a year, and is open to suppliers registered under the matching field code. Above RM500,000 the agency must run an open tender.
To bid you need an ePerolehan account. The Akaun Asas (basic account) is for suppliers who want to sell to government up to RM20,000 a year with a simple registration. Above that you need a Ministry of Finance (MOF) account, which carries no such limit but is tied to the field codes you register for. A quotation submitted for a sebut harga is therefore measured against these bands: a price you give for a RM30,000 job is a direct-purchase quote, while one for a RM200,000 job is a bid in a formal quotation exercise.
