Price rules that affect your markup
Germany has no general price controls or regulated margins on ordinary goods; sellers set their own prices. The Preisangabenverordnung (PAngV) governs how prices are shown to consumers.
Anyone offering goods or services to consumers, or advertising prices to them, must state the total price (Gesamtpreis, section 3 PAngV), which includes VAT. Where a price is broken down, the total must be given prominence. For goods sold by weight, volume, length or area, the unit price (Grundpreis) must be shown as well (section 4), with exceptions such as very small packs and small direct sellers.
Whenever a price reduction on goods is announced to consumers, the lowest total price charged in the previous 30 days must be stated (section 11 PAngV). Individual reductions, such as a personal voucher, are exempt.
