Issuing a valid invoice here
Since 1 January 2025 the law distinguishes an E-Rechnung from a sonstige Rechnung (section 14(1) UStG). An E-Rechnung is issued, sent and received in a structured electronic format that a machine can process. A PDF with no embedded data, an image file or an invoice written in an e-mail counts only as a sonstige Rechnung, as the BMF letter of 15 October 2025 states, and so does a file whose structured data has format errors.
Accepted formats are XRechnung (XML) and hybrid files such as ZUGFeRD, which join the XML data and a readable PDF in one file. The BMF accepts ZUGFeRD from version 2.0.1, except the MINIMUM and BASIC-WL profiles. The two parties may also agree another structured format, such as EDI, if the required data can be extracted without loss.
The law prescribes no single sending channel. The BMF names e-mail, download from a web portal, EDI and shared access to a storage location as possible routes, and the parties agree which to use. A business invoice must be issued within six months of the supply (section 14(2) UStG). A recipient does not need a separate mailbox just for E-Rechnungen.
