Reduced rates, zero rates and exemptions
The standard VAT rate under section 15(3) of the VAT and Supplementary Duty Act, 2012 is 15%. Reduced rates or fixed amounts can be set by the Government for goods and services in the Third Schedule, and a registered person may choose to pay 15% instead of the reduced rate.
Zero rating (section 21) covers supplies of goods for export (section 23(1)), export of services (section 24(5)), insurance of goods in international transport (section 24(11)), and the supply of immovable property located outside Bangladesh (section 22). If a supply is both exempt and zero-rated, it is treated as zero-rated.
Services imported into Bangladesh are taxable at 15% under section 20, except services that the First Schedule exempts. The recipient accounts for the VAT as its own output tax.
