When a quote or proforma has legal weight
Bangladesh law gives a quotation weight mainly through the VAT registration rules. Section 4(2) of the VAT and Supplementary Duty Act, 2012 requires VAT registration, whatever the turnover, for anyone who supplies goods or services by taking part in a tender, or against a contract or work order.
A business that quotes for a tender or a written work order therefore needs a BIN before it supplies, even if its annual turnover is below the registration limit. Section 4(3) separately requires the BIN or turnover tax enlistment proof for opening a business current account, taking a bank loan, renewing a trade licence, opening an MFS merchant account and some other transactions, which buyers sometimes ask to see on a quotation.
