What the labour law requires on a payslip
Bangladesh requires a wage slip through rule 111 of the Bangladesh Labour Rules, 2015, made under the Labour Act, 2006 and published in the Gazette of 15 September 2015, rather than through a section of the Act itself.
Rule 111(3) says that in every wage period, before wages are paid, the employer gives each worker a wage slip in Form 38. The slip must show the wages due, the overtime allowance, any deductions and the net wages payable. Rule 111(1) adds that the employer keeps a wage-payment record in the same Form 38, in the order of the workers' register, and may keep it on a computer. When cash is paid, the worker's signature is taken on the printed copy with a revenue stamp.
Paying into a bank account does not remove the duty. Under rule 111(2), a worker who prefers a bank account is paid by bank cheque or direct bank transfer, and the employer still gives the wage slip. For piece-rate workers, rule 111(6) requires a pay slip that records each wage item in detail.
Two related duties sit beside the slip. Rule 111(4) requires wages to be declared before a worker is engaged. Rule 112 requires the pay dates to be announced in plain Bangla at the entrance or a nearby public place at least 10 days earlier, and, when employment ends, due wages must be paid within 7 working days and compensation and other dues within 30 working days.
Social contributions on each payslip
Bangladesh has no general employee and employer social-security contribution under the Labour Act, 2006. The obligations that do exist are narrower.
Under section 99, an establishment with 100 or more permanent workers must take out group insurance under the insurance law, and claims must be settled within 120 days.
Chapter XV applies to a company with paid-up capital of at least Tk 1 crore or fixed assets of at least Tk 2 crore at the end of an accounting year. Under section 234(1)(b) it pays 5% of the previous year's net profit within nine months of the year end, divided 80:10:10 between the Workers Participation Fund, the Workers Welfare Fund and the Bangladesh Workers Welfare Foundation.
