Turkish tax law gives a private price quote (fiyat teklifi) or proforma invoice no special status. Neither the Tax Procedure Law nor the Stamp Duty Law lists it as a document. The tax paper trail starts with the invoice (fatura) issued on delivery or completion.

Customs is where a proforma invoice (proforma fatura) is named in the rules. Under the Customs Regulation, article 378(2), an application for the temporary import regime is accompanied by one or more of the following: the original proforma invoice with two translated copies, technical catalogues, and any agreement between sender and receiver or the sender's lease letter. Article 398(1)(d) lets customs allow temporary export for processing after examining documents such as the contract or a proforma invoice.

Stamp duty (Stamp Duty Law 488, schedule 1) applies to contracts and undertakings that state a sum, at 9.48 per thousand, and to leases at 1.89 per thousand. The schedule has no heading for quotes, so a quote that is only sent is outside it, while a signed document that commits both sides to a price is a contract.

In public procurement, an administration may buy without a tender under article 22(d) of the Public Procurement Law 4734. No tender commission is formed; the officer appointed by the authorising official carries out a market price survey (piyasada fiyat araştırması) instead. The limit for 2026 is 1.021.827 TL for administrations within metropolitan municipality borders and 340.391 TL for other administrations, in force from 1 February 2026 under Public Procurement Communiqué 2026/1 (Resmî Gazete 22 January 2026, no. 33145). The limits are revalued every February.
