When a quote or proforma has legal weight
A quotation has legal weight mainly when a government body buys from you. Under the Public Procurement and Disposal of Assets Act 2018, a procuring entity may use a request for quotations for readily available goods or services with an established market, when the estimated value is below the threshold set in the Regulations (s.58(4)). The threshold is not written in the Act itself, so ask the entity for it.
Quotations must be submitted in writing in the format prescribed in the regulations (s.69(1)). Each bidder may give only one price, cannot change it, and no negotiation is allowed between the entity and a bidder (s.69(2)). The winning quotation is the lowest-priced one that meets the entity's needs (s.69(3)), so a quote should state a firm price and what it covers.
