The Philippines has no general price control. The Price Act (Republic Act 7581, as amended by Republic Act 10623 of 2013) lets the State intervene on goods considered basic necessities, which include rice, corn, bread, fresh and canned fish, fresh pork, beef and poultry, eggs, milk, vegetables, coffee, sugar, cooking oil, salt, laundry soap, candles and essential drugs. Prime commodities, such as flour, cement and school supplies, can be capped in an emergency.

Under Section 6, prices of basic necessities freeze at their prevailing level in any area declared a disaster area or under a state of calamity, an emergency, martial law, rebellion or war. The freeze lasts for the duration of the condition but not more than 60 days, and not more than 15 days for wholly imported deregulated items such as household LPG and kerosene. Under Section 7 the President may impose a price ceiling on a basic necessity or prime commodity in a calamity, emergency or case of widespread illegal price manipulation, on the recommendation of the implementing agency or the Price Coordinating Council.
