What the labour law requires on a payslip

The Labour Law (Royal Decree 53/2023) contains no article that prescribes the layout or items of a payslip. It does fix how wages are paid and proved, and a payslip is the usual record of this.

Wages and other dues are paid in Omani rials unless a legally circulating currency is agreed (Art. 85). The employer carries the burden of proving that wages were paid (Art. 86), and is discharged only by transferring the wage to the worker's account at an approved local bank or licensed financial institution (Art. 87). Monthly-paid workers are paid at least once a month, and in every case the wage is due within 3 days of the end of the period it covers (Art. 90). On the end of employment, wages and dues are paid immediately, or within 7 days where the worker abandoned the job (Art. 91).

Deductions are limited. Damage caused intentionally by the worker may be deducted from the monthly gross wage after an investigation and notice, up to 25% of the monthly wage, and the worker may complain within 30 days (Art. 68). Recovery of loans or advances may not exceed what the parties agreed and carries no interest (Art. 95).

Social contributions on each payslip

Social insurance is run by the Social Protection Fund under the Social Protection Law (Royal Decree 52/2023). For Omani employees, old-age, disability and death insurance costs the employer 11% and the employee 7.5% of monthly wage (Art. 70), calculated on wages up to a ceiling of OMR 3,000 a month (Art. 52). Employment security insurance costs 0.5% each (Art. 116).

Employer-only contributions are 1% for work injuries and occupational diseases (Art. 90), 1% for the sick leave and extraordinary leave branch (Art. 123) and 1% for maternity leave (Art. 128). The ceiling in Art. 52 applies to the old-age and work-injury branches.

For non-Omani employees the Law provides a savings system financed by 9% of the insured worker's monthly basic wage (Art. 139). The Law leaves the dates for paying these contributions, and the penalties for paying late, to the Fund's regulation (Art. 140).
