Issuing a valid invoice here
A tax invoice must be issued whenever a VAT-registered business makes a supply, whether the customer is a business or a consumer, when it makes a deemed supply such as taking goods for personal use, and when it receives full or part payment before the date of supply (Executive Regulations, Art. 143). Because VAT falls due on the date an invoice is issued (VAT Law, Art. 30), an invoice raised for an advance payment brings that part of the VAT forward.
A business that supplies the same customer repeatedly may issue one summary invoice covering a month of supplies, carrying the same particulars as an ordinary tax invoice (Art. 150). A business may also let another party, who must itself be VAT-registered, issue invoices for it under a written agreement; the OTA must approve this on a prescribed application and decides within 15 days, otherwise the application counts as rejected (Arts. 153-154).
Every invoice that has been issued stays as issued. If it must change, the business issues a separate adjustment document that names the invoice or invoices concerned and the VAT being adjusted (Art. 155). Sellers of second-hand goods under the profit margin scheme issue an invoice without a VAT amount that states the scheme was used (Art. 145).
