Issuing a valid invoice here
Not every seller issues a VAT tax invoice. Only a VAT-registered taxable person must issue one on each taxable supply (VAT Act, s.25), and only registered businesses are required to use the Electronic Invoicing System.
A business below the VAT threshold still has to give a consumer a document that evidences the sale. Section 36 of the Consumer Protection Act requires a contract, receipt, ticket, invoice or business record, and for a repair or service the document must show the parts, the price of each and the labour cost. Such an invoice should not add VAT. Anyone, registered or not, who unlawfully charges and collects VAT commits an offence under section 59 of the VAT Act, punishable by a fine of ten times the VAT involved and five years' imprisonment.
A plain PDF invoice is therefore enough for an unregistered seller dealing with consumers, but it is only an ordinary invoice, not a VAT tax invoice.
