Issuing a valid invoice here
A digital fapiao is issued on the national e-invoice service platform, which is free (STA Announcement 2024 No. 11, item 5). Before issuing, the person is identified by real-person verification (实人认证), as the Invoice Management Measures and their Implementation Rules require. Tax offices may withhold the service from businesses that by rule do not use online tax services, lack a network connection or carry a serious tax risk; each provincial tax bureau decides which.
The monthly invoicing quota is a ceiling on total invoiced value excluding VAT, set from the taxpayer's risk level, tax credit grade and actual trading (item 6).
The platform delivers the invoice automatically. The seller may also send it by email, QR code or download. A downloaded or printed copy shows the download count and print count on its face (item 9).
A buyer who wants to claim input VAT, fuel consumption tax or an export refund must first confirm the purpose of the invoice in its tax digital account; a wrong choice can be corrected at the tax office (item 10).
Only an invoice issued through the tax system is a fapiao. Using another voucher in place of a fapiao carries a fine of up to RMB 10,000 (Invoice Management Measures, Article 33(6)), and a non-compliant invoice cannot be used as a reimbursement voucher.
