When a quote or proforma has legal weight
Quotations matter most when you sell to government. Under PPDA Guideline No. 1 of 2025 (in force from 15 September 2025), a public body buys supplies or non-consultancy services worth up to UGX 10 million by micro procurement. It uses the quotation method from above UGX 10 million up to UGX 200 million. For works the bands are up to UGX 20 million (micro procurement) and above UGX 20 million up to UGX 400 million (quotations). Consultancy firms are bought by quotation from above UGX 10 million up to UGX 200 million.
In micro procurement the entity must compare at least three quotations. It keeps your original invoice or receipt, signed by the official who made the purchase, and no bidding documents or committee approval are needed (PPDA Regulations 2023, regs. 22 and 23). Under the quotation method, the request goes without advertising to a shortlist of at least six providers. The bids are not opened in public, and you must have at least five working days to reply (regs. 20, 21 and 56).
