Issuing a valid invoice here

To start issuing e-invoices, log into your TIN account on the URA portal through the e-invoicing link and confirm with the one-time password. Choose "First time registration", then pick e-invoicing, an Electronic Fiscal Device (EFD) or both, and list any branches. After approval, set up your products or services.

Pick the EFRIS channel that fits your volume. If you already use billing software, connect it to EFRIS through system integration. You can also issue documents from the URA web portal, or from the desktop client, which keeps working offline when the internet drops. A URA-accredited EFD suits route and field sales, and the URA mobile app suits very small volumes.

Under a URA notice of August 2026, EFRIS is not only for VAT-registered sellers. Twelve sectors must also use it, including manufacturing, construction, hotels, real estate, professional services and fuel stations. Firms in those sectors with turnover under UGX 10 million a year, and landlords with rent under UGX 2.82 million a year, are exempt. Put the buyer's BRN, NIN or TIN on every business e-invoice. Without an e-invoice from a supplier who must use EFRIS, the buyer cannot deduct the expense for income tax (Income Tax Act s.22(3)(m)).
