Issuing a valid invoice here
A paper GST invoice is not a free-form document. The GST Act requires a registered person's invoice to be printed under the authority and direction of the Minister responsible for finance, by the NRA or an authorised agent (section 31(3) in the NRA consolidation). A registered person who issues an invoice not printed that way, without written authorisation from the Commissioner-General to print its own, faces a penalty for each invoice (section 62(3)). So a plain PDF you design yourself is a record of the sale, but for a GST-registered business it is not a valid GST invoice unless the Commissioner-General has authorised you in writing.
Issue one original only. If the customer needs another copy, give it clearly marked as a copy (section 35). If you overcharged or undercharged GST after the invoice, issue a credit note or a debit note rather than altering the invoice (section 32). A registered customer who is missing a credit or debit note can request it in writing, and you have 30 days to comply (section 34).
Your accounting or point-of-sale software is also bound. Since the Finance Act 2024 (Income Tax Act section 97(13)), any automated system a taxpayer uses for tax administration must be able to interface with the NRA's system, at the taxpayer's own cost.
