When a quote or proforma has legal weight
Quotations have formal weight in federal public procurement. Under rule 32 of the Public Procurement Rules 2026, a federal procuring agency may buy below Rs 200,000 without requesting quotations. Between Rs 200,000 and Rs 700,000 it must use a request for quotations, with a minimum of three quotations from GST-registered firms where applicable, original equipment manufacturers or authorized dealers, and it buys from the supplier with the lowest price. For this reason, a quote to a federal agency should show the supplier's registration number and be priced on the full specification.
Between Rs 700,000 and Rs 2 million, an agency may use gallop tendering (rule 31), with at least five days for responses. Any procurement over Rs 200,000, including a request for quotations, must be published on the EPADS e-procurement system and the PPRA website (rule 18). A quotation submitted to a province's department or agency may be governed by that province's own procurement rules.
