Issuing a valid invoice here

A business that the FBR has notified under rule 150Q of the Sales Tax Rules, 2006 issues invoices only through software or a point-of-sale system that is registered with, and integrated into, the FBR's computerized system. It connects either through PRAL or through a licensed integrator from the list on fbr.gov.pk. Under Sales Tax General Order 01 of 2026 (30 March 2026), a business may use more than one integrator where it needs to. The business pays for the equipment and software (rule 150R). Supplies of exempt goods go through the same system, and a website, marketplace listing or mobile app that sells online must be registered with the FBR as well.

Each invoice is reported to the FBR in real time and comes back with a unique FBR invoice number in the format XXXXXX-DDMMYYHHMMSS-0001 and a verifiable QR code of 7 x 7 mm. Both must appear on the invoice, together with the software registration number, the tax period, the HS code, the unit of measure and the SRO and serial number for any exemption or reduced rate. Retailers selling to the public may omit some of these lines. Each outlet shows a signboard reading "Integrated with FBR". A plain PDF or spreadsheet invoice made outside the system carries no FBR number, so it lacks the particulars that rule 150R(13) requires for an integrated business. A business that is not yet notified keeps issuing an ordinary section 23 invoice.

A buyer can check on the FBR website that an invoice was received by the FBR (rule 150XB). When the internet or power fails, invoices are marked as issued in offline mode and uploaded within 24 hours of restoration (rule 150XC). A valid electronic invoice may be cancelled, deleted or edited through the system for a genuine mistake only within 72 hours of its creation. After that, the Commissioner Inland Revenue must approve the change.
