Issuing a valid invoice here

A business that must issue fiscal invoices cannot use just any billing tool. It must buy its Electronic Billing System (EBS) from a solution provider registered with the Director-General of the MRA, and the EBS itself is registered on the platform and given an identification number (E-invoicing Regulations 2023, regs 4 and 8). A business that builds its own ERP must apply to register every connected EBS before it goes live.

The regulations also bar a covered business from keeping any unregistered billing system, cash register or point-of-sale on its premises, require data connectivity good enough for instant fiscalisation, and require prior notice to the Director-General before an EBS is moved to another business premises (reg 4).

If a transaction is not fiscalised for any reason, the business must correct it if needed and resend it (reg 6(2)). Debit and credit notes that adjust an invoice go through the same system (reg 2 and VAT Act s.20A(1)(a)). A training invoice is a test document: it does not affect turnover and receives no Invoice Registration Number.

A customer who is not in business gets their name, address and National Identity Card number on the invoice only if they ask (reg 10(2)(k); VAT Act s.20(2A)). Outside the e-invoicing phases the Act fixes the contents of a VAT invoice (section 20(2)) and allows copies to be kept electronically (section 20(3)).
