When a quote or proforma has legal weight

A quotation carries legal weight mainly in government buying. Under the Public Procurement and Concessions Act, as amended and restated, a procuring entity may use a request for quotations (RFQ) only when the estimated contract is no more than US$20,000 for goods and non-consulting services, or US$50,000 for works (PPCC Amended Regulations 2026.01, Schedule of thresholds). Above that, entities must use competitive bidding, national up to US$1,000,000 for goods and US$2,000,000 for works.

An RFQ is not informal. The standard bidding document is used, quotations are submitted sealed into a tender box, opened in public with the bidders' representatives, and bidders get at least five working days to respond (Regulation 27).
