Liberia sets some prices by administrative decision rather than by statute. The Ministry of Commerce and Industry (MoCI) publishes ceiling prices for petroleum: a monthly price circular, agreed with the Liberia Petroleum Refining Company (LPRC), gives a wholesale ceiling and a retail pump price in US dollars and Liberian dollars for gasoline and fuel oil. The figures change each month, so check the latest circular before quoting a fuel price.

Staples have also been fixed by announcement. On 2 September 2025 the President cut the wholesale price of rice to US$14.00 per 25 kg bag and flour to US$35.00 per 100-lb bag. On 9 March 2026 MoCI and the main rice importers agreed to hold rice at US$14.00 wholesale and US$14.50 retail, or the Liberian-dollar equivalent. MoCI inspectors check warehouses and shops, and hoarding or creating an artificial shortage is warned against. Importers must also file a pricing structure for each rice grade (Administrative Guidelines for the Importation of Rice, effective 1 August 2024).

For goods that are not controlled, price display is governed by currency rules. Prices must be shown in Liberian dollars and cents (Central Bank of Liberia Act, Part V, s.22(1)), with the US dollar equivalent, and a business must accept both currencies. MoCI Administrative Regulation No. 002/2019 fines a first offence LD 50,000, a second LD 100,000, and then can suspend or revoke the business licence. Since the Government directive of 2 July 2023, shops, hotels, restaurants, schools and hospitals must also display the day's exchange rate, in line with the Central Bank selling rate. Any mark-up you apply to a controlled product must stay under its ceiling.
