Issuing a valid invoice here
Timing is set by the VAT decree. An invoice is issued within 12 days of the date the supply is treated as made (art. 21, comma 4, DPR 633/1972; art. 72 of the Testo unico IVA from 1 January 2027). It counts as issued when it is handed over, sent or made available to the customer, so for an electronic invoice the transmission date matters.
A single deferred invoice listing each delivery may be issued by the 15th of the month after the supplies, but only for goods backed by a transport document (documento di trasporto) or for services that can be identified from documents, supplied to the same customer in the same calendar month. Services for a business customer in another EU country, where Italian VAT does not apply, are invoiced by the 15th of the following month.
Where no VAT is charged the invoice carries a legal annotation in place of the tax: "operazione non imponibile", "operazione esente", "operazione non soggetta" or "inversione contabile" as the case requires. A self-billed invoice carries the word "autofatturazione". Issuing costs cannot be passed on to the customer.
