When a quote or proforma has legal weight
A private quote has no special federal form. Its legal weight comes from contract law in the state where the parties deal.
Quotes matter most when selling to the federal government. Under FAR 13.004, a quotation is not an offer, so the government cannot accept it to form a contract. The government's purchase order is the offer, and the supplier accepts it by confirming in writing, delivering or substantially performing.
Two thresholds in FAR 2.101 (FAC 2026-01, effective 13 March 2026) shape whether quotes are requested at all: the micro-purchase threshold is $15,000 and the simplified acquisition threshold is $350,000. Both have higher or lower figures for certain contingency, emergency or construction cases. State and local governments set their own request-for-quotation limits, so check the buyer's procurement rules.
