Issuing a valid invoice here

For private customers there is no platform, device or registration step: a business issues an invoice itself, as a PDF or email, and the customer's own terms and the state sales tax rules decide what it must show. The one place where the form of delivery is fixed is a contract with the federal government.

A federal buyer pays only against a proper invoice. Under FAR clause 52.232-25 (Prompt Payment) it must show the contractor's name and address, the invoice date and number, the contract or order number and line item, a description with quantity, unit price and extended price, shipping and payment terms, the remittance address, a contact for a defective invoice and the bank details for electronic funds transfer. The payment office returns a defective invoice within 7 days with the reasons. If receipt is not stamped, payment falls due on the 30th day after the invoice date.

Contractors to the Department of Defense must send payment requests and receiving reports through Wide Area WorkFlow (WAWF), by EDI, secure file transfer or direct entry on the website (DFARS 252.232-7003). A PDF sent by email is accepted only if the Contracting Officer has given written permission for a temporary alternative. Civilian agencies enrolled in the Treasury's Invoice Processing Platform (IPP) let vendors submit invoices and check their status for free.
