Issuing a valid invoice here

Under Tax Administration Act s.44, anyone who sells goods or services, or receives payment for them, must issue a fiscal receipt. It may come from a fiscal device, the Government electronic payment gateway (GePG) or another TRA-approved system. TRA requires an Electronic Fiscal Device (EFD) or a cloud-based Virtual Fiscal Device (VFD) once annual turnover is assessed at TSh 11 million or more.

Buy the device or VFD only from a TRA-approved supplier and keep it visible on the premises; it cannot be transferred. Report a breakdown or wrong entry to the supplier and TRA within 24 hours.

Sellers whom TRA excludes by public notice issue manual receipts with a duplicate copy. These show the date, both parties' names and addresses, the goods or services with their value, and the TIN.

An invoice made in a word processor or PDF tool is not a fiscal receipt. Sales not recorded by the fiscal system are keyed in by hand on the VAT return (Form ITX 240.02.B). Not issuing a fiscal receipt is an offence carrying a fine of 20% of the sale value or 100 currency points, whichever is greater, capped at 200 currency points, or up to three years' imprisonment.
