When a quote or proforma has legal weight

A private quotation has no special statutory form in Sri Lanka. Quotations matter most when a business sells to the government. Under the National Procurement Commission's Procurement Guidelines 2024 (Gazette Extraordinary No. 2412/01 of 25 November 2024), guideline 3.1.5, Shopping, also called Request for Quotations, is used by government institutions to buy commercially available off-the-shelf goods, commodities with standard specifications, and small-value goods, works and non-consulting services. The institution compares price quotations from reputed or registered suppliers.

A quotation sent in response should state the date until which it is valid. Guideline 5.8 requires validity to be set as a calendar date, not a number of days, and an institution that needs more time must ask for an extension before that date passes. Guideline 5.9 lets an institution ask for a bid security even in the shopping method, so read the request for any such condition. Public advertising is not required for Request for Quotations.

The monetary limits for each method are set in the Procurement Manual 2024, which accompanies the Guidelines. Quote the price in Sri Lankan rupees, and say whether VAT is included, because a sale to a government institution needs a full VAT tax invoice (VAT Act s.20(6)(a)).
