Issuing a valid invoice here
A VAT-registered supplier does not have to issue a full tax invoice for every sale. Under section 20(1) of the VAT Act, the buyer must ask in writing within 14 days of the supply, or state that it is a VAT-registered person, and the invoice must then be issued within 28 days of the supply. A registered buyer that has asked once does not need to ask again for later supplies. An invoice that is late or does not follow the statutory particulars is not a valid tax invoice.
When the customer is not VAT-registered, the supplier issues an invoice showing the total price including tax. That document is not a tax invoice and cannot support an input-tax claim. The exception is a sale to a Government institution, a Provincial Council, a local government institution or a public corporation, which always needs a full tax invoice whether or not the buyer is registered.
Only one tax invoice may be issued for each supply. If a registered buyer loses the original, the supplier may issue a copy marked "copy only". On imports, the customs goods declaration serves as the tax invoice. A person who is not VAT-registered must not issue a tax invoice at all.
