What the labour law requires on a payslip

Ethiopian labour law does not use the word payslip. Article 60 of Labour Proclamation No. 1156/2019 (Federal Negarit Gazette No. 89, 5 September 2019) instead obliges the employer to keep a register of payment. The register must show the gross pay and the method used to calculate the wage, any other remuneration, the amount and type of each deduction, the net pay and other relevant particulars, and it carries the worker's signature unless a special arrangement exists. A payslip that lists those items serves the same purpose.

The employer must make the register accessible to the worker and explain its entries when the worker asks (article 60(2)). Signing or taking the money without protest does not waive the right to any part of the wage that was due (article 60(3)). The Proclamation sets no hand-over deadline for a payslip. Wages are paid on working days at the place of work, and when the payday falls on a weekly rest day or public holiday it moves to the preceding day (article 56). Article 59 restricts deductions to those allowed by law, a collective agreement, work rules, a court order or the worker's written agreement; without written consent one deduction may not exceed one-third of the monthly wage.

Social contributions on each payslip

Private-sector employees are covered by the Private Organization Employees' Pension Proclamation No. 1268/2022 (Federal Negarit Gazette No. 16, 18 March 2022), which repealed Proclamations No. 715/2011 and No. 908/2015. Article 10 sets the contributions on the employee's salary: 11% from the employer and 7% from the employee. Salary means the monthly salary for work in regular hours, counted without deducting income tax.

The employer deducts the employee's 7% from pay and pays it with its own 11% each month, within 30 days after the last day of the month in which the salary is paid (article 12(1) and (2)). If the employer fails to deduct, it owes the employee's share itself. Contributions are collected by the Ministry of Revenue or a regional revenue authority (article 11). Late payment carries interest at the bank deposit rate plus a 5% monthly penalty, and the total penalty may not exceed the unpaid contribution (article 12(4)).

Employment income tax is withheld separately each month. Under article 11 of the income tax law, as replaced by Proclamation No. 1395/2025, monthly employment income is taxed at 0% up to ETB 2,000, 15% from 2,001 to 4,000, 20% from 4,001 to 7,000, 25% from 7,001 to 10,000, 30% from 10,001 to 14,000 and 35% above ETB 14,000.
