When a quote or proforma has legal weight

For a consumer sale, a written contract must be in an official language and plain language and must include an itemised list of the price with all associated costs, the delivery time and place, and each side's rights on breach, and the supplier must hand over a copy when the deal is made (Consumer Protection Act, section 25(1)-(2)). A quotation that already has these items converts cleanly into that contract.

A business that is not VAT-registered and bids for a tender must quote the price without VAT. If winning the tender pushes it over the registration threshold, it must register and recover VAT on the supplies made under that tender (VAT Act, 2026, section 17(6)).

Public bodies buy under the Public Procurement Act, 2021 and the Public Procurement Regulations of 2023. A procuring entity may use a request for quotations, sent in writing to a limited number of bidders, and must obtain at least five quotations where practicable or record a written justification for fewer (regulation 18). The Public Procurement and Regulatory Authority (PPRA) sets the value ceiling in its guidelines. Micro-procurement may go to one supplier on a request for quotation, a quotation and a purchase order, and the supplier must provide the original invoice or receipt showing the price quoted (regulation 19).
