The Revenue Administration Regulation (Ministry of Finance, 25 April 2024) governs how sales are recorded. A business with annual turnover of USD 50,000 or more, and any business in import-export, inter-state trade or taxable services whatever its size, must register in the Electronic Tax Administration System (ETAS) (Article 29). Registration is online: complete the portal form, upload identity and business documents, and wait for the Ministry's verification, a registration certificate and a username and password (Article 31).

Medium and large taxpayers, such as supermarkets, retail and hotel chains, large telecom operators, wholesale distributors and shopping malls, must record sales on a Fiscal ECR POS device that sends data to ETAS. The Ministry supplies the device or the business buys one from an authorised vendor, and billing or ERP software must connect to ETAS through providers the Ministry accredits (Article 33). Failure to comply can bring a fine of up to USD 2,000 per violation, at least USD 500 per day of non-compliance, closure, and for senior managers 6 months to 4 years in prison (Article 35).

Smaller businesses without a fiscal device must keep a cash register or similar record of cash sales and report those sales through ETAS periodically; the fine for failing is up to USD 1,000 per violation and at least USD 100 per day (Articles 38 and 39). The Regulation contains no invoice template, so a business-made invoice works as a sales record only alongside these ETAS records.
