Issuing a valid invoice here

Only a vendor registered for VAT may issue a VAT invoice, and section 24(1) of the VAT Act 2001 requires the original to be handed over at the time of the supply, with a copy kept by the seller. The particulars are those in Schedule III of the Act.

A sale to a customer who is not a vendor works differently. Under RSL's record-keeping guide (VAT 104), a seller to the public does not need to issue a VAT invoice unless the customer asks for one. Section 86(3) requires the price to be stated inclusive of VAT, either with a sign displayed prominently on the premises or with a prominent statement on the invoice, and the invoice must say whether the supply is taxable or exempt and, if taxable, at what rate.

A buyer who is a vendor and did not receive an invoice may ask the seller for one within sixty days of the supply (section 24(5)). The seller must comply within fourteen days of the request (section 24(6)). A newly registered vendor has sixty days from the date of registration to ask for invoices covering purchases made before registering.
