When a quote or proforma has legal weight
Eritrean law gives a quotation no special legal form, but a supplier's price document matters at the border. Under the Accounting for Imported Goods and Payment of Duties Regulations (Legal Notice No. 55/2002), regulation 3, a person importing commercial goods with an estimated value for duty of 5,000 nakfa or more must present a completed commercial invoice when accounting for the goods. Below 5,000 nakfa, a commercial invoice, current price list, bill of sale or similar document is accepted if it describes the goods, gives the number of units and lets the customs officer check the tariff classification and value.
So a supplier quote or proforma from abroad is not enough for larger shipments: ask the seller for a full commercial invoice that lists each item, quantity and unit price.
